A referral to adult social care is a request for an assessment on behalf of a specific person who has care and support needs. The person may not be known to the department or may be someone whose case had been closed. The referral can be made by anyone, either by the person themselves or by another person and can be made by telephone, letter, in person, or by email. The referral is accepted by a member of staff as requiring further action.
